Bono: Smarter than the Average Celebrity

Don't believe me? Read this:

Just recently drawing upon his Christian faith (and possibly the economics influence of Professor Ayittey?), in a speech at Georgetown University, Bono altered his economic and political views and declared that only capitalism can end poverty.

“Aid is just a stopgap,” he said. “Commerce [and] entrepreneurial capitalism take more people out of poverty than aid. We need Africa to become an economic powerhouse.”

Quite so, and you don't need to be particularly religious to know this. You just need to understand economics.

Hassan Rohani May Disappoint Us Yet

My latest for the Atlantic Council discusses whether Hassan Rohani will prove himself a genuine reformer. On that issue, I have my doubts:

The Islamic Republic of Iran has a new president: Hassan Rouhani. There has been a lot of talk about Rouhani’s supposed political moderation and pragmatism, just as in 1982, there was talk that Yuri Andropov’s supposed fondness for jazz indicated a liking for the West in general, and the possibility that there would be a thaw in Soviet-American relations. In Andropov’s case, such thinking proved to be too optimistic. Similarly, there may be no justification for optimism in Rouhani’s case either; both because Rouhani has been a mainstay of the Islamic revolution in Iran, and because the Iranian president has significantly less power than many Western observers seem to think he does.

Read it all. Incidentally, it would appear that the Atlantic Council insists on spelling the new president's name as "Rouhani," when it should be "Rohani"; the first syllable rhymes with "roe" or "no." But as long as they keep publishing me, I will likely refrain from complaining.

Bungling in Egypt

I was assured--both in 2008 and 2012--that if Barack Obama were elected and re-elected president, we would have a mature, capable, intelligent, savvy foreign policy team that would undo the supposed congenital Bush administration tendency of losing friends and influencing nobody. Heck, I recall being assured in 2004 that if John Kerry were elected president, we would have a mature, capable, intelligent, savvy foreign policy team that would undo the supposed congenital Bush administration tendency of losing friends and influencing nobody.

Now we have Barack Obama elected and re-elected president. And while we don't have John Kerry as president and likely never will (watch these words come back to bite me someday. But until then . . .), we do have him as secretary of state; a job he wanted almost as badly as he wanted the presidency. And the result of all of this in the Egyptian context is that we are losing Egypt:

U.S. Secretary of State John Kerry backed away Friday from his candid comments that seemed to signal American support for the Egyptian military coup and the ouster of President Mohammed Morsi.

The U.S. has tried hard not to appear as if it is taking sides in the crisis. But when Kerry said Thursday in Pakistan that the Egyptian military was ‘‘'restoring democracy’’ in leading the July 3 coup, it left the impression that the U.S. backed the military action. Kerry moved quickly to defuse the flap, saying on Friday that all parties — the military as well as pro-Morsi demonstrators — needed to work toward a peaceful and ‘‘'inclusive’’ political resolution of the crisis.

His backpedaling came after his comments were denounced by Morsi’s Muslim Brotherhood, which insists that the democratically elected Morsi is the legitimate leader of Egypt.

‘‘Does Secretary Kerry accept Defense Secretary (Chuck) Hagel to step in and remove (U.S. President Barack) Obama if large protests take place in America?’’ a spokesman of Egypt’s Muslim Brotherhood, Gehad el-Haddad, asked.

The flap over Kerry’s remarks came at a bad time. Just as Kerry was in London trying to clarify his statement from the day before, Deputy Secretary of State William Burns was landing in Cairo to urge Egyptian leaders to avoid violence and help facilitate a political exit strategy to end the stalemate that has paralyzed Egypt and deeply divided the country.

I think it is safe to say that we have enraged both sides of the Egyptian equation. We have enraged the pro-Morsi/Muslim Brotherhood side by claiming that Morsi's ouster was absolutely, positively, totally, completely and entirely not a coup, which is now about as silly as claiming that Anthony Weiner did not engage in sexting. I am no fan of Morsi or the Muslim Brotherhood, and I have a hard time getting worked up about the fact that they in particular have been ousted. But let's face it; Morsi and the Muslim Brotherhood did get elected. And when they get removed from power by the military, it's kind of hard to claim that the process that removed them wasn't a coup. The Obama administration likes to claim that because the military hasn't taken over in the aftermath of the Morsi/Muslim Brotherhood ouster, there was no coup. To which my reply would be the following: If the United States military ousted President Obama from power and, say, eliminated Democratic control of the United States Senate, installed Mitt Romney in the White House, made Mitch McConnell the Senate majority leader, and then retreated back to the position it currently occupies in our non-hypothetical, entirely real world, would any of us refrain from calling this a coup?

I thought not.

So the pro-Morsi/Muslim Brotherhood side--which again, won an election and has a lot of support amongst the Egyptians whose hearts and minds we would ideally like to make our own--really doesn't like us right about now. As for the military, they now probably don't like us because our secretary of state signaled support for their actions, and then went back on his comments as fast as humanly possible, which along with other bureaucratic blunders mentioned in the article, makes one wonder who exactly is in charge in Foggy Bottom, and in other buildings where American foreign policy is crafted and implemented.

And this is the crowd that was supposed to restore America's standing in the world?

Still Think We Shouldn't Take the Benghazi Terror Attack Seriously?

I for one would like to know just what on Earth is going on here:

CNN has uncovered exclusive new information about what is allegedly happening at the CIA, in the wake of the deadly Benghazi terror attack.

Four Americans, including Ambassador Christopher Stevens, were killed in the assault by armed militants last September 11 in eastern Libya.

Sources now tell CNN dozens of people working for the CIA were on the ground that night, and that the agency is going to great lengths to make sure whatever it was doing, remains a secret.

CNN has learned the CIA is involved in what one source calls an unprecedented attempt to keep the spy agency's Benghazi secrets from ever leaking out.

Since January, some CIA operatives involved in the agency's missions in Libya, have been subjected to frequent, even monthly polygraph examinations, according to a source with deep inside knowledge of the agency's workings.

The goal of the questioning, according to sources, is to find out if anyone is talking to the media or Congress.

It is being described as pure intimidation, with the threat that any unauthorized CIA employee who leaks information could face the end of his or her career.

In exclusive communications obtained by CNN, one insider writes, "You don't jeopardize yourself, you jeopardize your family as well."

Another says, "You have no idea the amount of pressure being brought to bear on anyone with knowledge of this operation."

"Agency employees typically are polygraphed every three to four years. Never more than that," said former CIA operative and CNN analyst Robert Baer.

In other words, the rate of the kind of polygraphs alleged by sources is rare.

This merits a congressional investigation. As much of that congressional investigation as possible should be public. And maybe, just maybe, Democrats could be as zealous about investigating this issue as Republicans are expected to be. No one wants witchhunts. But would it be too much to finally get some answers?

Is Egypt Really “Transition[ing] to Democracy”?

Walter Russell Mead notes President Obama's statement on the coup in Egypt, and the following passage from that statement in particular:

No transition to democracy comes without difficulty, but in the end it must stay true to the will of the people. An honest, capable and representative government is what ordinary Egyptians seek and what they deserve. The longstanding partnership between the United States and Egypt is based on shared interests and values, and we will continue to work with the Egyptian people to ensure that Egypt’s transition to democracy succeeds.
Quite properly, Mead pounces:
One hopes the President understands what drivel this is. It is not at all clear that Egypt is in the midst of a transition to democracy. It is in the midst of a crisis of authority and has been wallowing for some time in a damaging crisis of governance, but is Egypt really in a transition to democracy? And is democracy really what “ordinary” Egyptians want?

Right now one suspects that most Egyptians fear that the country could be in a transition to anarchy, and that what ordinary Egyptians (who are extremely poor by US standards and earn their bread by the sweat of their brow with very little cushion against illness or a bad day at the market) want most of all right now is security. They aren’t fretting so much about when they will have a government more like Norway’s as they are terrified that their country is sliding in the direction of Libya, Syria or Iraq.

As is often the case, Washington policymakers seem to be paying too much attention to the glibbest of political scientists and the vaporings of the Davoisie. Egypt has none of the signs that would lead historians to think democracy is just around the corner. Mubarak was not Franco, and Egypt is not Spain. What’s happening in Egypt isn’t the robust flowering of a civil society so dynamic and so democratic that it can no longer be held back by dictatorial power.

Virtually every policeman and government official in the country takes bribes. Most journalists have lied for pay or worked comfortably within the confines of a heavily censored press all their careers. The Interior Ministry has files, often stuffed with incriminating or humiliating information about most of the political class. The legal system bowed like a reed before the wind of the Mubarak government’s will, and nothing about the character of its members has changed. The business class serves the political powers; the Copts by and large will bow to the will of any authority willing to protect them.

And Americans should not deceive themselves. While some of Morsi’s failure was the result of overreaching and dumb choices on his part, he faced a capital strike and an intense campaign of passive resistance by a government and business establishment backed by an army in bed with both groups. Their strategy was to bring Morsi down by sabotaging the economy, frustrating his policies and isolating his appointees. Although Egypt’s liberals supported the effort out of fear of the Islamists, the strategy had nothing to do with a transition to democracy, and it worked.

This is not to say that Morsi or his movement had a viable alternative policy or governance model for Egypt. They didn’t. The Muslim Brotherhood had no clue how Egypt could be governed, and a combination of incompetence, corruption, factionalism and religious dogmatism began to wreck Morsi’s government from Day One.

If American policy toward Egypt is based on the assumption that Egypt is having a “messy transition” to democracy and that we must shepherd the poor dears to the broad sunny uplands, encouraging when they do well, chiding when they misstep, Washington will keep looking foolish and our influence will continue to fade. If that is the approach our foolishness compels us to take, look for more cases in which American good intentions just make us more hated—not because we are wicked, but because we are clueless.

Morsi Ousted

The Egyptian army has had about enough

Egypt’s military on Wednesday ousted Mohamed Morsi, the nation’s first freely elected president, suspending the Constitution, installing an interim government and insisting it was responding to the millions of Egyptians who had opposed the Islamist agenda of Mr. Morsi and his allies in the Muslim Brotherhood.

The military intervention, which Mr. Morsi rejected as a “complete military coup,” marked a tumultuous new phase in the politics of modern Egypt, where Mr. Morsi’s autocratic predecessor, Hosni Mubarak, was overthrown in a 2011 revolution.

The intervention raised questions about whether that revolution would fulfill its promise to build a new democracy at the heart of the Arab world. The defiance of Mr. Morsi and his Brotherhood allies also raised the specter of the bloody years of the 1990s, when fringe Islamist groups used violence in an effort to overthrow the military government.

In an announcement read on state television, Gen. Abdul-Fattah el-Sisi, the Egyptian defense minister, said the military had taken the extraordinary steps not to seize power for itself but to ensure that “confidence and stability are secured for the people.”

Morsi is attempting to resist the coup and is continuing to claim that he is the president of Egypt, but one wonders how successful such a public stance will be, especially given the lack of popular support for his government. As the story notes, however, as welcome as Morsi's removal from power may be, the chief casualty in Egypt may be democracy itself. To be sure, Morsi was no democrat, but he was elected; many of his supporters--never having been fans of democracy in the first place--are now claiming that there is absolutely no reason whatsoever left to support democratic values in the future, as long as the army can step in at any time it wants in order to remove the government and install another one of its own liking.

Meanwhile, it is worth noting the Obama administration's reaction to all of this. The president and his team have maintained that they have sought to promote human rights in Egypt. As this story points out, however, that is just not true:

In nearly every confrontation with Congress since the 2011 Egyptian revolution, the White House has fought restrictions proposed by legislators on the nearly $1.6 billion in annual U.S. aid to Egypt. Twice in two years, the White House and the State Department fought hard against the very sorts of conditions for aid that Obama claimed credit for this week. When President Mohamed Morsi used the power of his presidency to target his political opponents, senior administration officials declined to criticize him in public. Many close Egypt observers argue that the Obama administration’s treatment of Morsi has been in line with the longstanding U.S. policy of turning a blind eye to the human-rights abuses of his predecessor, Hosni Mubarak.

In March 2012, Clinton 
waived restrictions passed by Congress on aid to Egypt “on the basis of America’s national-security interests.” That decision came in the midst of the Egyptian government’s crackdown on foreign NGOs, which included the raiding of the offices of several American organizations, including the National Democratic Institute, the International Republican Institute, and Freedom House.

In April of this year, Kerry 
again waived all congressional restrictions on aid to Egypt, but did so secretly and without any explanation. The State Department later explained that aid to Egypt’s military was necessary because of U.S.-Egyptian cooperation on things like counterterrorism.

Five senators in March proposed changes to the way the U.S. gives aid to Egypt in the hopes of using the aid to pressure Morsi to improve his record on democracy, human rights, and the rule of law. But the Obama administration, led by Kerry and U.S. Ambassador to Egypt Anne Patterson, fought those changes, and none was ever passed into law.

That same month Kerry 
delivered to Morsi an additional $190 million of U.S. aid based on Morsi’s pledge to implement economic reforms, part of a $1 billion debt-relief package Obama pledged to Morsi.

Realpolitik may have demanded that the administration do what it did. But that doesn't change the fact that the administration should stop claiming that it was a friend to democracy in Egypt.

 

Hypocrisy Watch (Complaining about Espionage Edition)

Following up on this post, it is worth noting this story:

If you buy the latest reporting out of Europe, France is outraged, simply outraged, at news that the National Security Agency has been eavesdropping on the European Union through its mission in New York and embassy in Washington. French political parties are now rumbling about offering asylum to Edward Snowden, the former NSA contractor at the center of the leaks. The French government is demanding answers from the United States about its snooping. Monsieur Le Président himself, François Hollande, is calling for an end to the spying.

All of which is pretty hilarious, given France's penchant for stealing American defense technology, bugging American business executives and generally annoying U.S. counterintelligence officials. If you've been paying attention, you know that France is a proficient, notorious and unrepentant economic spy. "In economics, we are competitors, not allies," Pierre Marion, the former director of France's equivalent of the CIA, once said. "America has the most technical information of relevance. It is easily accessible. So naturally your country will receive the most attention from the intelligence services."

Anyone want to bet that France isn't alone among EU members in conducting espionage activities against a country it calls an ally?

UPDATE: The Germans and British spy on allies too. Who woulda thunk it?

More Revolution in Egypt

The post-Mubarak Muslim Brotherhood government of Mohammed Morsi has failed to capture the hearts and affections of the Egyptian people, thanks to its willingness to substitute one form of dictatorship for another. It should therefore come as no surprise whatsoever that the Egyptian people are determined to throw out Morsi, just as they were willing to throw out Mubarak. And now, the armed forces are stepping in as well:

Egypt's armed forces sent a stiff message to the country's embattled president and his political opponents and allies: the current governing crisis must be resolved in 48 hours or it will embark on a road map designed to restore order.

Egyptians who helped overthrow a 29-year dictatorship in a widely hailed revolution have now given the country's first democratically elected president one day to step down from office.

In 
a statement posted Monday on its official Facebook page, Tamarod (the "rebel" campaign") demanded that if President Mohamed Morsy doesn't leave office by Tuesday, the group will begin a civil disobedience movement, call for nationwide protests and march on the presidential palace, where Morsy's administration is running affairs.

If the last few days have been any indication, Tamarod's deadline will most likely be ignored.

Developing. On the one hand, this is a clear indication of maturity on the part of the Egyptian people; they are simply no longer willing to accept or put up with dictatorial acts from their leaders. On the other, one naturally fears that the situation could turn terribly violent. If it does, any revolt against dictatorship could be threatened and undermined, and of course, the number of people who could be killed or wounded might reach terribly distressing levels.

In any event, this situation deserves a lot of attention from the American media. Here's hoping that news organizations are up to the task. 

Paging Claude Rains*

I read stories like this one, discussing European Union outrage that the National Security Agency might have been spying on EU offices, and naturally, I think of this:

 

Honestly, the notion that EU members didn't think that friendly governments might be spying on them, or that spying never goes on between friends, is more than a little laughable. If EU members are actually just learning about this phenomenon . . . well . . . I guess I now understand why the EU might be in a lot of trouble; naïveté is just killing it.

Of course, I am sure that this is just faux-shock and outrage on the part of EU members, many of whom have to know that (a) even friendly governments spy on one another; and (b) the espionage services of individual EU members likely spy on the United States as well.

*Yes, Rains's iconic performance was as Captain Louis Renault in Casablanca.  But I have a soft spot in my heart for his portrayal of Mr. Dryden.

Edward Snowden: Hero of Transparency

Or, you know, not

Since he publicly acknowledged being the source of bombshell leaks about the NSA two weeks ago, Ed Snowden has portrayed government secrecy as a threat to democracy, and his own leaks as acts of conscience. But chat logs uncovered by the tech news site Ars Technica suggest Snowden hasn’t always felt that way.

“Those people should be shot in the balls,” Snowden apparently said of leakers in a January 2009 chat. Snowden had logged into an Internet Relay Chat (IRC) server associated with Ars Technica. While Ars itself didn’t log the conversations, multiple participants in the discussions kept logs of the chats and 
provided them to the technology site.

At this point, Snowden’s evolution into a fierce critic of the national security establishment was in its early stages. Snowden was incensed at the New York Times, which had 
described secret negotiations between the United States and Israel over how best to deal with Iran’s suspected nuclear program.

“Are they TRYING to start a war? Jesus christ. They’re like wikileaks.” Snowden wrote. “You don’t put that s— in the NEWSPAPER.”

“They have a HISTORY of this s—,” he continued, making liberal use of capital letters and profanity. “These are the same people who blew the whole ‘we could listen to osama’s cell phone’ thing. The same people who screwed us on wiretapping. Over and over and over again.”

He said he enjoyed “ethical reporting.” But “VIOLATING NATIONAL SECURITY? no. That s— is classified for a reason. It’s not because ‘oh we hope our citizens don’t find out.’ It’s because ‘this s— won’t work if iran knows what we’re doing.’”

“I am so angry right now. This is completely unbelievable.”

People change, of course. But few change so drastically. Fewer still currently claim to be champions of openness and transparency while using unfree societies to shield themselves from the law, and very few openness and transparency advocates get jobs under false pretenses.

 

Edward Snowden's Dubious Achievement

To be entirely fair to Edward Snowden, there are whistleblowers who stand with him and who applaud what he has done in exposing NSA surveillance programs and techniques. But it is also worth noting that there are plenty of whistleblowers who think that Edward Snowden has done the cause of whistleblowing no good whatsoever:

When Edward Snowden first started revealing secrets about the National Security Agency's massive surveillance operations, the small community of U.S. government whistleblowers and their advocates publicly leapt to Snowden's defense. But now that the world's most famous leaker has apparently left Hong Kong for Moscow (and beyond), that support has begun to erode. Some of the best-known whistleblowers of the past decade are now concerned that Snowden's flight to America's geopolitical rivals will make it easier to brand tomorrow's whistleblowers as enemies of the state.

"By fleeing to foreign countries of questionable taste, [Snowden] has taken his acts beyond the normal American view of a whistleblower," adds veteran investigator 
Glenn Walp, who exposed huge security holes at Los Alamos Nuclear Laboratory. "Ultimately he will not be remembered or identified as a whistleblower, but rather, in most circles, as a traitor - that's the difference."

Other whistleblowers have latched onto Snowden's 
recent admission that he took his job with Booz Allen Hamilton for the sole purpose of gathering evidence on the NSA's cyberspying networks. "That's not how a whistleblower behaves," said Martin Edwin Andersen, a former whistleblower who exposed misconduct within the Justice Department. "He had a number of legal recourses he could have pursued; for example, he could have gone to Congress, where many members -- Democrat and Republican, liberal and conservative -- regularly and vocally challenge the system. Instead, he knowingly went back on his word and broke the law."

And remember: Snowden, the supposed advocate of an open, free and democratic society is relying on countries that are anything but open, free and democratic to shield him from the legal consequences of his actions.

 

On the Obama Administration's Embarrassment and Edward Snowden's Insincerity

The fact that Edward Snowden was able to leave Hong Kong, transit through Russia and fly to Ecuador for asylum has to be humiliating for the Obama administration, especially in light of the "resets" in diplomatic relations that the administration has been seeking with China and Russia. I am sure that the president and his team will try to claim that everything is hunky-dory when it comes to the state of Sino-American and Russian-American relations, but the United States's inability to get China and Russia to cooperate in bringing Edward Snowden to justice serves to undermine any such claim. 

The above having been written, it is important to remind ourselves that Edward Snowden is absolutely, positively no hero whatsoever. The following statement has Snowden dead to rights:

Mr. Snowden’s claim that he is focused on supporting transparency, freedom of the press and protection of individual rights and democracy is belied by the protectors he has potentially chosen: China, Russia, Cuba, Venezuela and Ecuador,” the official said. “His failure to criticize these regimes suggests that his true motive throughout has been to injure the national security of the U.S., not to advance Internet freedom and free speech.

Combating Terrorism: The Shultz Doctrine

Kenneth Anderson reminds us that much of our thinking on how best to combat terrorism comes from a speech given at the Park Avenue Synagogue in New York by then-Secretary of State George Shultz, who along with James Baker was the last great secretary of state we have had. Professor Anderson is kind enough to excerpt the salient aspects of Shultz's speech. I will pay forward that kindness by re-excerpting his excerpt:

We must reach a consensus in this country that our responses should go beyond passive defense to consider means of active prevention, preemption, and retaliation. Our goal must be to prevent and deter future terrorist acts, and experience has taught us over the years that one of the best deterrents to terrorism is the certainty that swift and sure measures will be taken against those who engage in it. We should take steps toward carrying out such measures. There should be no moral confusion on this issue. Our aim is not to seek revenge but to put an end to violent attacks against innocent people, to make the world a safer place to live for all of us. Clearly, the democracies have a moral right, indeed a duty, to defend themselves.

A successful strategy for combating terrorism will require us to face up to some hard questions and to come up with some clear-cut answers. The questions involve our intelligence capability, the doctrine under which we would employ force, and, most important of all, our public’s attitude toward this challenge. Our nation cannot summon the will to act without firm public understanding and support.

First, our intelligence capabilities, particularly our human intelligence, are being strengthened. Determination and capacity to act are of little value unless we can come close to answering the questions: who, where, and when. We have to do a better job of finding out who the terrorists are; where they are; and the nature, composition, and patterns of behavior of terrorist organizations. Our intelligence services are organizing themselves to do the job, and they must be given the mandate and the flexibility to develop techniques of detection and contribute to deterrence and response.

Second, there is no question about our ability to use force where and when it is needed to counter terrorism. Our nation has forces prepared for action —from small teams able to operate virtually undetected, to the full weight of our conventional military might. But serious issues are involved—questions that need to be debated, understood, and agreed if we are to be able to utilize our forces wisely and effectively.

If terrorists strike here at home, it is a matter for police action and domestic law enforcement. In most cases overseas, acts of terrorism against our people and installations can be dealt with best by the host government and its forces. It is worth remembering that just as it is the responsibility of the U.S. Government to provide security for foreign embassies in Washington, so the internationally agreed doctrine is that the security of our Embassies abroad in the first instance is the duty of the host government, and we work with those governments cooperatively and with considerable success. The ultimate responsibility of course is ours, and we will carry it out with total determination and all the resources available to us. Congress, in a bipartisan effort, is giving us the legislative tools and the resources to strengthen the protection of our facilities and our people overseas—and they must continue to do so. But while we strengthen our defenses, defense alone is not enough.

The heart of the challenge lies in those cases where international rules and traditional practices do not apply. Terrorists will strike from areas where no governmental authority exists, or they will base themselves behind what they expect will be the sanctuary of an international border. And they will design their attacks to take place in precisely those “gray areas’ where the full facts cannot be known, where the challenge will not bring with it an obvious or clear-cut choice of response.

In such cases we must use our intelligence resources carefully and completely. We will have to examine the full range of measures available to us to take. The outcome may be that we will face a choice between doing nothing or employing military force. We now recognize that terrorism is being used by our adversaries as a modern tool of warfare. It is no aberration. We can expect more terrorism directed at our strategic interests around the world in the years ahead. To combat it, we must be willing to use military force.

What will be required, however, is public understanding before the fact of the risks involved in combating terrorism with overt power.  The public must understand before the fact that there is potential for loss of life of some of our fighting men and the loss of life of some innocent people.  The public must understand before the fact that some will seek to cast any preemptive or retaliatory action by us in the worst light and will attempt to make our military and our policymakers— rather than the terrorists—appear to be the culprits. The public must understand before the fact that occasions will come when their government must act before each and every fact is known—and the decisions cannot be tied to the opinion polls. Public support for U.S. military actions to stop terrorists before they commit some hideous act or in retaliation for an attack on our people is crucial if we are to deal with this challenge. Our military has the capability and the techniques to use power to fight the war against terrorism. This capability will be used judiciously. To be successful over the long term, it will require solid support from the American people.

I can assure you that in this Administration our actions will be governed by the rule of law; and the rule of law is congenial to action against terrorists. We will need the flexibility to respond to terrorist attacks in a variety of ways, at times and places of our own choosing. Clearly, we will not respond in the same manner to every terrorist act. Indeed, we will want to avoid engaging in a policy of automatic retaliation which might create a cycle of escalating violence beyond our control.

If we are going to respond or preempt effectively, our policies will have to have an element of unpredictability and surprise. And the prerequisite for such a policy must be a broad public consensus on the moral and strategic necessity of action. We will need the capability to act on a moment’s notice. There will not be time for a renewed national debate after every terrorist attack. We may never have the kind of evidence that can stand up in an American court of law. But we cannot allow ourselves to become the Hamlet of nations, worrying endlessly over whether and how to respond. A great nation with global responsibilities cannot afford to be hamstrung by confusion and indecisiveness. Fighting terrorism will not be a clean or pleasant contest, but we have no choice but to play it.

Professor Anderson invites us to "consider what, if any, parts of [the Shultz speech] would not have been utterable by Obama administration officials and senior counsel today." I would respond by stating that unlike Barack Obama, George Shultz would never make the mistake of just unilaterally declaring the war on terror to be over, irrespective of the fact that terrorists haven't stopped attacking us.

IRS Follies: More on the Supposed Non-Scandal That Actually Is a Scandal

Another blow to the theory that "rogue agents" in a local IRS office were responsible for targeting conservative groups for extra scrutiny: 

An Internal Revenue Service supervisor in Washington says she was personally involved in scrutinizing some of the earliest applications from tea party groups seeking tax-exempt status, including some requests that languished for more than a year without action.

Holly Paz
, who until recently was a top deputy in the division that handles applications for tax-exempt status, told congressional investigators she reviewed 20 to 30 applications. Her assertion contradicts initial claims by the agency that a small group of agents working in an office in Cincinnati were solely responsible for mishandling the applications.

Ron Fournier points out that second-term Obama administration scandals are biting into the president's approval ratings:

There is a common element to the so-called Obama scandals—the IRS targeting of conservatives, the fatal attack in Benghazi, and widespread spying on U.S. journalists and ordinary Americans. It is a lack of credibility.

In each case, the Obama administration has helped make controversies worse by changing its stories, distorting facts, and lying.

The abuse of trust may be taking a toll on President Obama's reputation.

CNN/ORC poll of 1,104 adult Americans June 11-13 shows the president's job approval rating at 45 percent, down 8 percentage points in a month.

Among young voters, only 48 percent approve of the president's performance, a 17-point decline since the last CNN/ORC poll. These are the president's most loyal supporters, and the future of American politics.

The drop in presidential approval is across the board, affecting Obama's standing on every issue measured: The economy (down 2 points); foreign affairs (down 5 points); federal budget (down 4 points); terrorism (down 13 points); and immigration (down 4 points).

Asked for the first time by CNN/ORC about the president's handling of "government surveillance of U.S. citizens," 61 percent of Americans said they disapprove.

The Iranian Presidential Elections: What Next?

Despite my disbelief  that Iran's theocrats would allow a perceived moderate to win the Iranian presidential election, a perceived moderate has gone ahead and done just that. It would appear that the turnout for the election was so significant and the votes for Hassan Rohani so overwhelming that the regime could not afford to implement the kind of post-election fraud that it tried to implement in the aftermath of the 2009 presidential elections.

So Rohani will become president on August 3, and the moderates have won one, right? Well, maybe not. I called Rohani "a perceived moderate" for a reason:

It’s not clear why much of the Western media continues to describe Iran’s newly elected president as a “moderate.” After all, Hassan Rouhani is a regime pillar: As an early follower of the founder of the Islamic Republic, Ayatollah Ruhollah Khomeini, Rouhani joined him in exile in Paris, and over the last 34 years, the 64-year-old Qom-educated cleric has held key positions in the regime’s political echelons, and served in top military jobs during Iran’s decade-long war with Iraq. As Iran’s chief interlocutor with the West on the regime’s nuclear portfolio, Rouhani boasted of deceiving his negotiating partners. Domestically, he has threatened to crush protestors “mercilessly and monumentally,” and likely participated in the campaign of assassinations of the regime’s Iranian enemies at home and abroad, especially in Europe. Currently, Rouhani serves as Supreme Leader Ali Khamenei’s representative on the supreme national security council.

Aside from the fact that Iran’s English-language television station Press TV calls him a moderate, what exactly, in the eyes of the West, makes him one? After all, former president Muhammad Khatami labeled his public diplomacy campaign a “dialogue of civilizations,” which played right into Western ideas of tolerance and moderation. But Rouhani has nothing similar in his past.

“I think he gets that label because he has been Rafsanjani's factotum,” says former CIA officer Reuel Marc Gerecht. Ali Akbar Hashemi Rafsanjani, another regime pillar and former president of Iran, is typically referred to as a “pragmatist” in the Western press. “Compared to Khamenei's circle, these fellows seem moderate,” says Gerecht. “Rouhani ran their little think tank around which foreign-policy types, the types that Westerners meet, gathered. Also, Rouhani was party to the only temporary ‘freeze’ in Iran's nuke program. Some folks—most notably the EU's Javier Solana—made a lot out of this. They should not have.”

There is a difference between being a moderate and being clever. Rohani is certainly more clever than Mahmoud Ahmadinejad, whose belligerence and outrageous statements caused the international community to rally against Iran, and he may be more moderate than Ali Khamene'i, who because of his weak theological credentials is not taken seriously by much of the clergy, and who has to rely on his hardline reputation and his relationship with Iran's Revolutionary Guards in order to keep power. But all of this does not moderation make. More:

Hassan Rowhani, Iran's president-elect, said he hopes the country can reach a new agreement with the West over its nuclear programme, but ruled out a halt to its controversial uranium enrichment programme.

Mr Rowhani, a moderate cleric who was declared winner of 
Iran's presidential election on Saturday, also described as unfair and unjustified sanctions imposed against the Islamic republic over the nuclear issue.

The 64-year-old's victory raised hopes of an easing of strained ties with Western nations, but he used his first news conference on Monday to rule out a halt to the enrichment programme.

"This period is over," Mr Rowhani said, referring to international demands for a halt to Tehran's uranium enrichment programme.

There were "many ways to build trust" with the West, he added, as Iran would be "more transparent to show that its activities fall within the framework of international rules".

No one should be surprised that the nuclear enrichment program is not ending anytime soon. Since the days of the shah, Iran has wanted nuclear power and it is utterly unremarkable that the Iranian government is continuing work to achieve nuclear capacity. But for those who might have thought that the "moderate" Rohani will curb Iran's nuclear program, news that he is resolved to continue it must come as a shock.

Rohani makes noises  about wanting better ties with the United States, but he won't engage in direct talks with the United States in order to bring about better ties. Thomas Erdbrink does a good job in describing the limits to Rohani's sense of "moderation":

. . . Mr. Rowhani, 64, is no renegade reformist, voted in while Iran’s leaders were not paying attention. Instead, his political life has been spent at the center of Iran’s conservative establishment, from well before Ayatollah Ruhollah Khomeini led the Islamic Revolution in the 1970s. And analysts say that Mr. Rowhani’s first priority will be mediating the disturbed relationship between that leadership and Iran’s citizens, not carrying out major change.

Even his nickname — “the diplomat sheik” — is testament to his role as a pragmatist seeking conciliation for the Islamic leadership. Whether in dealing with protesting students, the aftermath of devastating earthquakes or, in his stint as nuclear negotiator, working to ease international pressure as Iran moved forward with its nuclear program, Mr. Rowhani has worked to find practical ways to help advance the leadership’s goals.

To be sure, it will be interesting to see what happens next in Iran. Elections have consequences and the results of the Iranian presidential election will be sure to resonate . . . somehow. But as all Iran-watchers know, there are serious limits to the powers of the Iranian president. True power resides in the hands of Khamene'i, as the nation's supreme leader. And to the extent that Hassan Rohani has power, he may not use it in the service of moderation.

Wanted: Better War Planning by Better War Planners

Who reads passages like the following from this news report  on the American decision to arm rebels in Syria, and feels comforted?

“Arming the Syrian rebels is unlikely to tip the balance in their favor,” said Shadi Hamid, director of research at the Brookings Institution’s Doha Center. “It might have made a difference a year ago, but, today, the Assad regime -- particularly after re-taking Qusair -- has the advantage.”

Even some U.S. officials are worried that Obama’s reluctant decision to provide limited amounts of small arms and ammunition to the Syrian opposition is enough to drag the U.S. into a third Mideast war but not enough to win it.

The most perverse twist, even given the complicated politics of the 
Middle East, is that the U.S. now finds itself sharing a goal with the Sunni extremist groups allied with al-Qaeda that are seeking to replace Assad’s secular regime with Islamic rule, said one of the officials. While the Islamists’ vision of a post-Assad Syria is clear, Obama’s isn’t, this official said.

Both officials said the Obama administration has done virtually no planning for a postwar Syria, much as President 
George W. Bush’s administration had no road map for Iraq after the U.S. invasion other than a dead-on-arrival plan to put Iraqi exile Ahmed Chalabi in power.

This intervention has not been thought through. So why is it happening?

 

A War in Syria?

There have been a number of developments regarding the civil war in Syria. For one thing, the Obama administration has come to the conclusion that the Syrian regime used chemical weapons against Syrian rebels, and now believes that it must arm the rebels against the regime.  It ought to go without saying that the use of chemical weapons is A Bad Thing, but everyone ought to understand that the arming of Syrian rebels may not represent the end of American involvement in Syria. Rather, it may only represent the beginnings of that involvement, and we may not like what comes next. For the moment, as the New York Times story indicates, the Obama administration has ruled out the implementation of a no-fly zone in Syria, which itself would constitute a military action; a no-fly zone is maintained through denying the enemy the ability to fly aircraft in the zone, of course, but it is also maintained by taking out enemy anti-aircraft batteries and missiles, and enemy radar that might undermine the maintenance of a no-fly zone by aircraft flown to enforce the no-fly rule.

The problem with arming the rebels, however, is that we may be arming elements we don't particularly like. I referenced this danger in the past. Forgive the fact that I am quoting myself immediately below, but I think it might be called for in this case:

There are calls for the administration to send arms to the Syrian opposition, but aiding the Free Syrian Army comes with a significant set of risks. There are allegations that armed opposition groups in Syria have engaged in significant human rights abuses, and offering aid to those groups might inadvertently benefit Islamists who are hostile to the United States and to American interests. Indeed, at least one UN official believes that anti-regime forces have used chemical weapons. The United States should not be eager to jump into bed with the Syrian opposition by giving arms and aid to religious fanatics and egregious violators of the laws of warfare.

I am sorry to report that my concerns on this score may have been justified

When a 14-year-old boy from the Syrian city of Aleppo named Mohammad Qatta was asked to bring one of his customers some coffee, he reportedly refused, saying, “Even if [Prophet] Mohammed comes back to life, I won’t.”

According to a story reported by two grassroots Syrian opposition groups, the Syrian Observatory for Human Rights and the Aleppo Media Center, Qatta’s words got him killed. A group of Islamist rebels, driving by in a black car, reportedly heard the exchange. They stopped the car, grabbed the boy and took him away.

Qatta, in refusing to serve a customer coffee – it’s not clear why – had used a phrase that the Islamist rebels took as an insult toward the Prophet Mohammed, the most important figure in Islam. That offhand comment, made by a boy, was apparently enough for these rebels to warrant a grisly execution and public warning.

The rebels, 
according to ABC News’ reconstruction of the Syrian groups’ reports, appear to have whipped Qatta. When they brought him back to where they’d taken him, his head was wrapped by a shirt.

The rebels waited for a crowd to gather; Qatta’s parents were among them. Speaking in classical Arabic, they announced that Qatta had committed blasphemy and that anyone else who dared insult the Prophet Mohammed would share his fate. Then, the shirt still wrapped around the boy’s head, the rebels shot him in the mouth and neck.

A Syrian rebel group's pledge of allegiance to al-Qaeda's replacement for Osama bin Laden suggests that the terrorist group's influence is not waning and that it may take a greater role in the Western-backed fight to topple Syrian President Bashar Assad.

The pledge of allegiance by Syrian Jabhat al Nusra Front chief Abou Mohamad al-Joulani to al-Qaeda leader Sheik Ayman al-Zawahri was coupled with an announcement by the al-Qaeda affiliate in Iraq, the Islamic State of Iraq, that it would work with al Nusra as well.

Lebanese Sheik Omar Bakri, a Salafist who says states must be governed by Muslim religious law, says al-Qaeda has assisted al Nusra for some time.

"They provided them early on with technical, military and financial support , especially when it came to setting up networks of foreign jihadis who were brought into Syria," Bakri says. "There will certainly be greater coordination between the two groups."

The United States, which supports the overthrow of Assad, designated al Nusra a terrorist entity in December. The Obama administration has said it wants to support only those insurgent groups that are not terrorist organizations.

As though it will be easy to ensure that money goes only to those rebel segments that the Obama administration happens to like. More:

When the group Jabhat al Nusra first claimed responsibility for car and suicide bombings in Damascus that killed dozens last January, many of Syria’s revolutionaries claimed that the organization was a creation of the Syrian government, designed to discredit those who opposed the regime of President Bashar Assad and to hide the regime’s own brutal tactics.

Nearly a year later, however, Jabhat al Nusra, which U.S. officials believe has links to al Qaida, has become essential to the frontline operations of the rebels fighting to topple Assad.

Not only does the group still conduct suicide bombings that have killed hundreds, but they’ve proved to be critical to the rebels’ military advance. In battle after battle across the country, Nusra and similar groups do the heaviest frontline fighting. Groups who call themselves the Free Syrian Army and report to military councils led by defected Syrian army officers move into the captured territory afterward.

The prominence of Nusra in the rebel cause worries U.S. and other Western officials, who say its operations rely on the same people and tactics that fueled al Qaida in Iraq – an assertion that is borne out by interviews with Nusra members in Syria.

Why are we giving arms to rebel elements when there is no guarantee whatsoever that those arms won't end up in the hands of terrorists who have professed hostility towards the United States and towards American interests, and who have actually carried out terrorist operations against the United States?

Policymaking is not made any easier by the fact that former president Bill Clinton is double-dog daring the Obama administration to be tough in Syria, lest President Obama look like "a fool" or "a wuss."  I don't even pretend to understand the logic here. Surely, Bill Clinton knows that many of the Syrian rebel groups are non-fans of the United States and don't profess our moral values. Surely, he understands that our willingness to dip our toes into the waters of war in Syria might lead us to wade in those waters further in the future. Surely he realizes that there are no American national security interests at stake here--indeed, from an exceedingly cold realpolitik standpoint, if the United States really wanted to see its interests served, it would do everything within its power to ensure that the civil war in Syria goes on for as long as possible (the better to bleed Iran dry as it seeks to prop up the Assad regime and throws good money after bad in the process). And surely the former president realizes that while the human carnage in Syria is nothing short of horrific, there may be very little that the United States can do about that short of engaging in a full-scale war which would involve boots on the ground--a proposition for which there is no support whatsoever in the United States. Maybe the plan is that Hillary Clinton will eventually embrace all this tough, anti-fool/anti-wuss rhetoric in any run for the presidency, thus making her appear to be strong and resolute in the view of American voters. That may make for great politics, but it would make for a terrible foreign/military policy.

Whoops

Well, this was something of a disaster, now wasn't it?   

Former CIA Director Leon Panetta revealed the name of the Navy SEAL unit that carried out the Osama bin Laden raid and named the unit’s ground commander at a 2011 ceremony attended by “Zero Dark Thirty” filmmaker Mark Boal.

Panetta also discussed classified information designated as “top secret” and “secret” during his presentation at the awards ceremony, according to a draft Pentagon inspector general’s report published Wednesday by the Project on Government Oversight.

A source close to Panetta said Wednesday evening that he was unaware anyone without the proper security clearances was present at the event, which included both CIA and military personnel.

“He has no idea who all is in the audience. He was told everyone got the requisite clearances,” said the source, who asked not to be named.

Panetta’s prepared speech was classified “secret,” according to the source. That may have led the CIA director to believe he could speak freely about the operation.

The leaked version of the report does not address whether Panetta knew Boal was present at the ceremony, held under a tent at the CIA complex on June 24, 2011. “Approximately 1,300” people from the military and the intelligence community were on hand for the event, according to 
a CIA press release issued the following week.

The disclosure of the IG report could undermine the Obama administration’s claims that senior officials have not leaked classified information. Last spring, Republicans publicly attacked President Barack Obama and his top aides, alleging that the administration leaked national security secrets to burnish Obama’s standing for his reelection bid.

I respect Panetta, and I am sure that he did not mean to leak anything to anyone not authorized to have the information. Perhaps this was the product of bad staffwork in that Panetta was misinformed as to who would be in the audience. But it certainly does not look good. At minimum, Panetta's staff was careless, and Panetta needs to take responsibility for that carelessness. At maximum, this disclosure may well have been meant to burnish the administration's political standing. In either event, it is harder to prosecute Bradley Manning--who deserves prosecution--when the Obama administration shows that it cannot keep a secret.
